You’re correct. A wetsuit is neoprene and a fastskin is basically lycra.
If you’re swimming then you want a fastskin. If you’re going scuba diving then you want a wetsuit.

wet skins are used to keep warm mostly
fastskins are made of a material that helps you drop time in competitive swimming
hope this helps

Fastskins are made specifically for competitive swimming. Wetsuits are used for surfing and scuba diving. You’re correct about the lycra/neoprene one.

"Wetsuit" is a generic term for a suit that allows a little water (so you’re wet) in order to keep you warm in cold water. Although originally developed for scuba and surfing, some wetsuits now are made for racing in open water (e.g. triathlons and ultra long swim races).
"Fastskin" is a trademark of Speedo. This line of swimsuits is specialized for racing in pools.
